What comes first, skills or the job?

It's often confused that in order to get a job you must have the required skills. It's not true.

For those of us looking for jobs it seems like a game of “match the keyword” on your resume. The skills section of a software developer’s resume is often the most viewed portion. That is unfortunate because current skills are a bad indicator for how good or bad a candidate might be for the job. How do you measure potential?
